Questions Regarding the RFP for Legal Kiosk Evaluation

Question: These projects typically have a budget of $15-$20k depending on the needs of the evaluation.  Does your budget fall within that range?

Is there a target budget range or not-to-exceed amount for this evaluation?

Response: We did not propose a specific budget in the RFP in acknowledgement that costs may have changed since our budget was originally developed in 2022. We remain open to proposed costs that fit the needs of the evaluation.

Please propose the budget you feel is necessary to complete the evaluation and explain the rationale for proposed costs in your proposal.

Question: Are you looking for any in-person work for this evaluation?

Response:  We did not anticipate or require in-person work for this evaluation, but we are open to considering it. If you feel that an in-person component would be required to meet the goals established in the RFP, please include it in your proposal, explain your rationale, and clearly identify which portions of your proposed budget are tied to in-person work.

Question:  Can the proposal be sent via a link to a PDF download?

Response:  Yes, a link to a PDF is fine.

Question: Does the scope of work include a quantitative evaluation component? While not explicitly stated, many engagements of this nature include quantitative and/or longitudinal analysis requirements.

Response: GLSP anticipates that the scope of work will include a quantitative evaluation component, at least in part. The evaluator who is selected for this project will have access to kiosk usage data associated with the kiosk project, and we expect the evaluator’s comprehensive evaluation report to engage with this data.

The scope of work for this project could include longitudinal analysis. We encourage vendors to propose the project that you feel fits the evaluation needs described in the RFP.

Question: Have success metrics or evaluation criteria already been established by the grant funder or project team?

Did the original TIG application define success metrics that this evaluation should test against?

Response: While the original TIG application defined some basic success metrics for the project, such as the number of kiosks to be installed, GLSP’s project team also created a project evaluation plan that has been approved by LSC. This plan defines in more detail how success and impact of the project are being measured.

Information we collect to complete the project evaluation plan includes kiosk analytics, voluntarily-shared user data, results of user testing, and more. We plan to make this data available to the evaluator for review and that the data will inform the evaluator’s analysis. 

Question: Can you please provide additional context on whether the evaluation is intended to support ongoing learning, usability, and experience improvements, or whether it is primarily focused on compliance and reporting requirements?

By “compliance and reporting requirements,” we mean evaluation activities intended to support funder reporting, implementation tracking, measuring predefined success metrics, or other accountability requirements, vs work focused more on understanding and improving the end-user experience.

Response: LSC requires evaluation for TIG grants, our RFP was posted to fulfill this requirement, and GLSP will use the evaluator’s report to inform our final report to LSC. In those respects, the evaluation does focus on compliance and reporting requirements. However, we do not expect the evaluation to be limited to whether we have fulfilled the requirements of the grant. The purpose of the evaluation is to help GLSP learn from our pilot experience, and we have an expansive view of what we could learn. Some insights may be related to usability and experience improvements that could be implemented at our kiosks in the future; other insights may relate to compliance and reporting, or to other elements we have not yet anticipated.

Question: What baseline and interim data has already been collected — kiosk analytics, user counts, form submissions, partner feedback?

Response: The evaluator selected for this project will have access to data GLSP collects throughout the implementation of the kiosk project. Data we are collecting includes kiosk analytics, user counts, user feedback, and number of form submissions. Currently we collect partner feedback through regular discussions with partners. We anticipate that evaluators may propose a method of collecting partner feedback for the evaluation.

Question:What does GLSP consider a “comprehensive” evaluation? Process evaluation, outcome evaluation, impact evaluation, or some combination?

Response: GLSP anticipates that the evaluator will cast a wide net in their examination of the kiosk project. While we expect the focus of the evaluation services to be primarily on process and outcome evaluation, we encourage vendors to submit a proposal they feel fits the evaluation needs described in the RFP.

Question: Are there metrics already collected and defined that must be evaluated?

Response:Yes, metrics are being collected according to GLSP’s project evaluation plan, which has been approved by LSC. These metrics include kiosk analytics, voluntarily-shared user data, results of user testing and metadata that will be collected through the kiosk interface and shared with the evaluator selected for this project. Other, more qualitative data, such as additional user feedback and partner feedback, will also be reported to LSC and are expected to be part of this evaluation.

Question: Are all forms deployed? If not, what forms have been completed?

Response:

Current forms available on the kiosk include forms for initiating and responding to a divorce and the Georgia Child Support Calculator. These forms are available as a fillable PDF for users to edit, save, and print.

GLSP has contracted a vendor to create guided interviews for selected forms approved for statewide use by the Administrative Office of the Courts. Once completed, these forms will be deployed on the kiosks. Currently, none of the guided interviews have been completed or deployed.

Question: Are any kiosks still pending deployment or are all six kiosks currently operational?

Response: Two kiosks have been installed and are operational at host sites in south Georgia; final site decisions for two additional sites will be made soon. GLSP expects all kiosks will be installed and operational by fall 2026.

Question: For kiosk user interviews, will GLSP facilitate introductions and required consents?

Response: Yes, we anticipate that GLSP will facilitate initial introductions and required consents between the users who have volunteered to provide feedback and the evaluator.

Question: Could you share any additional insight into the intended audience for this RFP, such as the types of firms or teams best positioned for selection?

Response: GLSP is open to proposals from a firm, team, or individual. We especially encourage proposals from those with experience working with legal aid organizations, evaluating projects that serve rural communities, or other nonprofit organizations.
