Questions Regarding the RFP for Document Automation and Form Assembly
Question: The RFP mentions “…users will be guided with videos, images, definitions, and other features.” Are these additional resources to be created and provided by GLSP, or is the vendor expected to be responsible for some of these?
Response: It is anticipated that responsibility for these features will be shared by GLSP and the successful vendor. For instance, if a legal term on a form would require a definition to allow a user to understand the question, GLSP would provide the definition. The vendor, however, would be expected to provide the mechanic for a “help tip” or similar guide.
Question: The Self-Help Divorce Instructions include a number of forms in addition to the divorce complaint. Are any of these to be generated and included with the divorce complaint, or just the complaint itself?
Response: At this time, the only additional document that is anticipated to be generated and included is would be the Paupers Affidavit, located here. A version of the checklist itself, which could indicate to a user which items they have completed and which may still be required, would be welcome – but not the additional forms themselves.
Question: Your original RFP specifically mentioned the LawHelp Interactive program. Are there any existing agreements or contracts in place with LHI?
Response: No, there are no existing agreements or contracts in place with LHI.
Question: Is the Parenting Plan mentioned in items 13 and 14 of the Divorce with Children Complaint something that will be generated by this program? If so, can additional specifications, guidelines, and/or forms for such be provided?
Response: It is not anticipated that the Parenting Plan will be generated by the program. Instead, a link to an external reference to assist with development of a plan would be more appropriate.
Question: Both complaints make mention of a Settlement Statement. Is this something that will be generated by this program? If so, can additional specifications, guidelines, and/or forms for such be provided?
Response: The Settlement Agreement that is referenced as a possible attachment by both forms is not expected to be generated by this program.
Question: The RFP specifies the creation of a Child Support Calculator interview, but there do not appear to be any relevant forms at the linked web page. Is there a form that goes along with this? Is this supposed to be a new tool to be used in lieu of the Child Support Worksheet located at https://csconlinecalc.georgiacourts.gov/frontend/web/index.php, as referenced in the complaint?
Response: In light of differing requirements for submission between jurisdictions, a static form is no longer available as it was when this RFP was prepared. It has been decided that the Child Support Worksheet will be removed from the list of required forms to be generated as part of this RFP. If a vendor submits a response that contemplates inclusion of of the Child Support Calculator interview, they may be offered the opportunity to amend their response for the sole purpose of removing that portion of their proposal attributed to the Child Support Calculator interview.
